Workshop 2: European Framework Directive in the Field of Water

The Directive 2000/60/EC of the European Parliament and the Council of October 23th 2000 established a framework for Community action in the field of water policy.
Under this Directive, Member States have to identify all the river basins ling within their national territory and assign them to individual river basin districts.
Moreover Member States must complete an analysis of the characteristics of each river basin district, a review of the impact of human activityu on the waterm, an economic analysis of water use and register of area requiring special protection.
Then a management plan and program of measures must be produced for each river basin district taking account on the results of the performed analyses and studies.
The measures planned have to provide to:
- prevent water deterioration and reduce water pollution, protect and restore all bodies of groundwater, ensure a balance between abstraction and recharge of groundwater
- preserve protected areas.
Objective of workshop is to discuss the strategies through Member States can encourage the active involvement of all stakeholders in the Directive implementation.
SUBTOPICS:
a) Water pricing policies providing adequate incentives to use water resources efficiently;
b) Measure provided to prevent the pollution and the deterioration of groundwater;
c) Measures planned to achieve a good chemical and ecological status of surface water and reduce pollution from discharges and emissions of hazardous substances.
